Tax Harmonization (HST)

ONN has formed a new constellation that is looking into the impact of the tax harmonization on nonprofits. The Harmonization Working group has come together to assess the impact on the sector of the move to HST from PST and GST. The group will be preparing a brief outlining their analysis and making recommendations to the province for implementation. The brief will be circulated to the field so individual organizations can participate in the discussions around implementation.

How Will the HST (Harmonized Sales Tax) Affect My Nonprofit?

To find out the answer to this question, ONN pulled together a group of people from across the sector that were involved in trying to figure out the HST for their sub-sector or were interested to find out the answer to this question.  Joining the group were a tax expert and a lawyer who helped us navigate the confusion and assess the overall impact on the sector. Our HST Constellation, or work group, wrote a detailed brief which has been submitted to various government ministries including Revenue, MCI, Culture and the Premier's Office. The brief explains how we think the sector will be impacted and makes eight recommendations on which we hope to see some action.  We have also put together a shorter Executive Summary and a "How To Guide" to assess what the impact will be on  your organization.   Access these documents...

ONN HST Brief No. 2 - April 2010

ONN's cross-sectoral constellation involving the arts, recreation, sport, social services, and more, have been working hard this past year to assess the impact that HST will have on the sector and communicating that information to the field. We have been working closely with staff in the Ontario Ministries of Revenue and Finance and we recently wrote them about a few issues we feel need to be addressed. Below is the letter we sent, our HST Brief No.2 to the sector, as well as a recent HST Tax Tip Sheet the government has published. Anticipated Impact of the HST on Ontario Nonprofits

In June 2010 the Province of Ontario will do away with its provincial sales tax (PST) and the Harmonized Sales Tax (HST) will come into effect. The stated intent of the Ontario Government is that the impact of HST on our nonprofit sector is revenue neutral. Indeed, the provincial government made a significant effort to ensure this was so by establishing an 82% rebate rate for the PST portion of the HST. The government, however, did not have all the information to truly understand the full impact of HST on the sector, nor did we.
